If you look closely, it almost seems as if it was possible that whoever took the image compped those words over a notice that said something else. At some points the text doesn’t have perfect perspective, it’s not centered, and the background looks like someone abused the stamp tool on Photoshop as if in attempt to make it look more realistic.
Other than that, I would think this was done on purpose to denote that, while at one time it was an exit, it should now now be used as one. The employees were just too lazy to remove the ‘exit’ sign.
