An apostrophe is indeed necessary here. If it were, say, an association of women, you wouldn’t say “Women Association of California,” you’d say “Women’s Association of California.” Think of “Children’s Defense Fund,” “Young Men’s Christian Association (YMCA),” etc.
If there were an association called Women Voters Association, you wouldn’t put an apostrophe there. No apostrophe is needed here either; the association doesn’t belong to the teachers.
