On the other hand, there really was no need to Capitalize Every Single Word.
You wouldn’t even have to reverse the words for it to be correct, just add another “the”: “Please do not let children play with the water fountains and the bark.” Of course the capitalization would still be wrong.
Either this photo was taken in an arboretum or those kids on leashes are not quite what I’ve thought.

Why is this a fail? It makes perfect sense to me. If I had a garden centre, I wouldn’t want bratty kids throwing around the bark mulch, either.
Specificity shouldn’t result in a fail.

It isn’t specificity that’s the problem, it’s grammar.
The sentence could easily be fixed by a simple reversal. “Please do not let children play with the bark or the water fountains.”

Well, you also want “or” instead of “and”, unless of course the staff thinks it’s perfectly okay for children to play with one or the other, not both.
