Perhaps the top sign is referring to the verb “entrance” as in “to hold somebody’s attention” (the person in the reflection certainly looks entranced). Then this would no longer be a contradiction.
Either that or this door has some serious identity issues.

My take on this is that the thing that says “ENTRANCE” is, perhaps, part of a preserved facade of an historical structure; and, inorder to preserve the artistic iontegrity of the facade, the original “ENTRANCE” was kept unaltered. If that is the case, though, the “NOT AN ENTRANCE” sign is quite the eyesore.
