That is invalid english, but perfectly valid danish, norvegian and swedish.
My guess is that this photo is from one of the scandinavian countries – and does not even attempt to be in english.
It needs one more p to qualify as norwegian. The sign looks danish to me.
While this sign is not Norwegian, stop signs in Norway actually do say “stop”, not stopp. Go figure.
It’s not that bad, really. But it must create traffic chaos if you have to stop every time you blink…

This is a Danish sign and is taken out of “context”.
It’s a warning sign for truck and buses who are about to drive under a bridge or through a tunnel.
If the light blink your vehicle is too tall/high and you should stop.
It’s in no way English or trying to be.
but when I took the photo, there was no bridge or tunnel. just a road.
