Yes, it is English, British English. He (or she, given the kissy XXX) meant that they should Hoover (ie vacuum) and clean the stove top (hob). As for the passed past, well – that’s an English fail whichever brand one speaks!
What does “muck in to pass” mean? Is this a Britishism too? I got hoover and hob, but this part I just can’t parse.
Yes, ‘muck in’ a common British phrase meaning to join together to clean up – akin to mucking OUT horse stables. Muck in to pass just means “Let’s everyone do their part to clean up so we can pass inspection the first time round.”
The ‘washing up’ alluded to are the dirty dishes.
I can only see two problems – “Hover” for “Hoover” and “passed” for “past” (that took a bit of mental agility to see, coming so soon after “pass” meaning “not fail”). Apart from (and, to an extent, in spite of) those quibbles, it made perfect sense to me.
I wonder what that says about me, though… ^_^
At least they got the apostrophe placement correct in the first word…

Part of it is the slight differences between British vs American English usage, made a bit more difficult by the misspelling of hoover and the misuse of ‘passed’ for ‘past’

Look at the angles of the text. It looks as if they are coming from many different directions. I’m surprised no one caught this earlier.
I guarantee as the taker of the photo that the only photoshopping is the censoring of the personal email address (black bar). The sign was blu-tacked to a window and was taken in a rush on digital camera which may explain why it looks a bit odd to your eyes sMatlak.
The sign was posted in student flats. I don’t know whether all the students passed though, and I’m pretty sure that none of them can levitate…
