   Because of the lighting from the sun in this pic, I’m less likely to think it’s a photoshopped, but I do think someone took the letters off on purpose.

   Yes, I don’t think it’s Photoshopped either; people take letters off signs like this all the time. I recently saw a “Please don’t throw trash or cigarette butts in flower bed” that had tape over certain words to say “Please don’t trash butts in bed.”
