The only way I can see how anyone could hand-write a fail like this is by auto-spell-corrected instructional email and a bad attitude.
“Please make a sign for the front window. It should read:
This office is clothes.”
“Okay. If that’s what you want it to say! I just work here!”
Outside of that possibility, I am at a loss. Has this person just gotten it wrong all of their life? I had a boss who would write “half to” instead of “have to.” Would you tell them they had food in their teeth? Tell them it is “closed.”
Maybe this is the window for The U.S. Department of Clothes. Maybe the window down the hall says “this office is shoes!” It could be useful to their customers.
Having seen someone write “pgrt” for “pregnant” as well as someone who had a mental disability he called “slow loving,” I will say that your argument gives people FAR too much credit.
Folks, beware: The use of pink paper causes serious distraction.
I thought it was on office. Man, was I ever wrong!

The office is peeeopleeee!
That was my first thought.
Unfortunately, I think it was someone who was trying to spell phonetically… and failing miserably.
I bet they like to “axe questions”, too.
I’m chuckling more at your response than the sign itself!
malapropism

Maybe they were trying to keep nudists out?
This one makes me lmao

Oh, and also, “Has this person just gotten it wrong all of their life?” is an English fail, too.
