Poor guy was probably told to take care of it. The question marks are to show that he’s not sure about the grammar.
“baño” means “bath” as well as “bathroom,” and “está” means “is,” but “esta” means “this.”
“Atte.” is the abbreviation for “atentamente,” which means “sincerely.”
Really, with the limited English that he probably has, it’s a pretty good job.
